Not ours. The Restrap Pannier Bag and Topeak Pannier DryBag are each sold as a single bag, and so is the EVOC Pannier Pack WP 25. One pannier is plenty for a commute. For touring, buy two of the same model so the load is balanced on each side of the rack.
Yes. The Restrap Pannier is rated IP6K6, with a tape-sealed nylon outer and a roll-top closure. The Topeak Pannier DryBag uses waterproof fabric with sonically welded seams, and EVOC lists the Pannier Pack WP 25 as waterproof. Roll a roll-top at least three times before you buckle it.
Check your rack tube diameter. The Restrap Pannier fits rails from 10 to 16 mm. The Topeak Pannier DryBag ships set for 8 to 10 mm tubes, with thinner spacers for 12 mm and a second hook hole for 16 mm. Both hooks slide along the rail for heel clearance.
For most commutes, 13 to 16 L is enough: a change of clothes, a rain jacket, lunch and the odds and ends. The 13 L Restrap Small or the 16 L Topeak DryBag both suit. If a laptop comes too, the 25 L EVOC Pannier Pack has a padded laptop compartment.

• Single or pair: the Restrap and Topeak panniers are sold as one bag. Run one for the ride to work, or buy two for a balanced touring load.
• Rack fit: check your rack tube diameter. The Restrap Pannier Bag uses a Klickfix hook system for rails of 10 to 16 mm. The Topeak Pannier DryBag uses Handle Loc hooks with spacers for 8, 10, 12 or 16 mm tubes. The EVOC Pannier Pack WP 25 also uses Klickfix mounting.
• Heel clearance: both the Restrap and Topeak hooks slide along the rail, so you can set the bag back far enough that your heel misses it on each pedal stroke.
